The Dubai Health Authority (DHA) has launched the Unified Medical Report for People of Determination, a new project that establishes a standardised medical reference for diagnostic and classification processes across the emirate (per Dubai Media Office).
What the unified report does
The unified report standardises diagnostic and classification mechanisms, enhances the accuracy of assessments, and creates a reliable data foundation that enables relevant entities to deliver proactive services to People of Determination (per Emirates 24/7). It applies the International Classification of Diseases (ICD-10) so that data carried in the report is interoperable with global healthcare systems and other UAE platforms.
The announcement was made during a virtual forum organised by the Community Development Authority (CDA) in collaboration with the Dubai Health Authority. The project replaces the previously fragmented assessment workflow with a single record that follows the patient across DHA-licensed providers and partner government bodies.
A fully digital journey
The report introduces a fully integrated digital journey, starting with case assessment at an accredited healthcare facility, followed by diagnosis registration and the preparation of the unified medical report, and culminating in the issuance of the SANAD card (per Dubai Healthcare Guide). The SANAD card is the official identification for People of Determination in the UAE and unlocks access to government services, discounts, parking permits and educational support.
The project is underpinned by an integrated digital system that links the NABIDH platform, Dubais health information exchange that allows medical records to be shared securely between providers, with the systems of partner entities (per Big News Network).
Cross-government collaboration
The DHA assembled a wide partner network for the project, including the Community Development Authority in Dubai, Dubai Health, the Dubai Government Human Resources Department, the Knowledge and Human Development Authority, Dubai Police, Parkin Company, the Dubai Autism Centre, and the Dubai Club for People of Determination (per Voice of Emirates).
The cross-entity design means that, once a unified report is generated, eligible services across employment, schooling, transport, parking and community programmes can draw from the same verified record rather than asking the patient or family to re-submit medical documentation.
Why it matters
For People of Determination and their families in Dubai, the unified report removes a recurring administrative burden: repeated assessments by different agencies that historically used different classification standards. By tying the report to NABIDH and the SANAD card, the DHA is consolidating clinical, legal and service-eligibility data into a single, secure digital record that authorised entities can access at the point of service.
